Settled: the cast sheet that came with these files ("ZELMIRA DEVIA 1999.doc") says in words "Enregistre a Lyon le 30 janvier 1999", and adds that the production was subsequently taken to the Theatre des Champs-Elysees in Paris in February. The archive holds that Paris performance as a separate folder ("Zelmira - 1999.02.10 (Devia, Kelly, Workman, Ganassi c Benini, Paris) @192k", still in incoming), which operadis describes as the 10 February 1999 performance reviewed in Opera International 234. I compared the two tapes by 0.1s log-RMS envelope cross-correlation on the one track of comparable length (7:21 in both): they peak at r=0.68, against r=0.986 for a known-same-tape control across formats (the Kleiber Fledermaus mp3@128k vs rips/rip-5307 flac) and r=0.21 for unrelated music from the same set. Different performances, so this record is specifically the Lyon night of 30 January 1999.
